The Director of Government Programs & Sales directs the Government Programs and Sales division and leads a team of Managers, Coordinators, Acquisition, Inside and Outside Sales Representatives and additional positions. This position will encompass all business transactions and activities under the division and will be responsible for the division’s performance, quality of service, and standard of excellence.
This is a full-time position with daytime and early evening hours. Some non-standard work shifts may be required.
Responsibilities and Duties
Manages and influences division staff on strategic planning, project development, project management, personnel issues, budgets, and timelines
Responsible for tracking Division’s progress via P&L, KPI’s, assortment, inventory control and forecasts
Builds consensus and support on venture projects both inside and outside the company
Develops and applies acquisition strategies, acquisition policy, regulations, and directives
Leads, shapes, and articulates both the Internal Team development and External Initiatives projects long-range policy agenda, including but not limited to specific initiatives and useful products, processes, programs that can become signature pieces for both business area
Effectively communicates, both orally and in writing, with Government institutes and other department leads within the company
Stays abreast of emerging trends within the industry and community news along with regulations; continues to convene forums, encourage dialogue, and commission research which frame and explore new critical issues relevant to the Government Institutes
Manages Pre-bid analysis of requirements, revision proposals in the job statement or specifications, determination of contract type, milestones and procurement plan along with contract administration, performance termination actions, negotiation of termination settlements and closeout
Develops relationships with third party recruitment agencies, Vendors and related business units
Required Skills and Qualifications
5+ years in a director level position.
2+ years’ experience in government bids and acquisitions.
2+ years’ experience in pre-bidding roles, requirement analysis, revision proposals in job statements or specifications, determination of contract type, milestones and purchasing
Ability to lead people towards meeting the organization's vision, mission, and goals (Inherent in this E/M is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.)
Ability to meet organizational goals and customer expectations.
Ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks
Ability to assist with strategic level issues and planning, formulate negotiation strategies, develop negotiation objectives, and analyze cost and price data
Strong team building and development experience with a team-oriented mind set
Knowledge of current contracting procedures, to include development of competition and acquisition strategies; determination of contracting methods and contract types; contract award; contract administration; and contract close-out
Analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives
